Debra Paylor
Recording Secretary

Debra Paylor has served five terms on the Local 1180 Executive Board as a Member-at-Large and has been a Shop Steward since 2000. She has been a career civil servant for 32 years with NYC Transit Authority and NYC Health + Hospitals. 

In her role as Shop Steward, Debra represents members at disciplinary hearings, assists with filing grievances, organizes on-site meetings, and conducts meetings with management for conflict resolution. 

In her role as a political activist, Debra is a member of the Political Action Committee, attends rallies, participates in phone banking, and screens candidates for union endorsement. She has lobbied the New York State Legislature in Albany for bills such as Pre-K for all, Safe Patient Handling, and against health care budget cuts.

Debra has attended the Day of Civil Disobedience and annual Women’s March in Washington, D.C. She is an active member of the National Executive Board for the Coalition of Labor Union Woman (CLUW), the New York Chapter, Coalition of Black Trade Unionists (CBTU), CWA Local 1180 Civil Rights and Equity Committee, Hispanic Committee, and Women’s Committee, Latin Council for Latin American Advancement (LCLAA), National Association for the Advancement of Colored People (NAACP), and facilitator for the Manhattan Borough Community Coordinating Committee. Debra also has served as a delegate to the NYC Central Labor Council, CWA National conventions, CWA District 1 Leadership conferences, CWA Public Healthcare and Education Workers (PHEW), and National Coalition for Labor Union Women Convention. She also was elected as the District 1 Representative for the CWA Minority Caucus.

Debra is a proud 2014 graduate of the Union Leadership Institute at Cornell. She completed the CUNY SLU’s Civic Engagement Leadership course, as well as a Grievance Handling course and Runaway Inequality workshop. She graduated with a 4.0 GPA from the CUNY School of Professional Studies Public Health Administration certificate program.

Debra is committed to being a part of a politically progressive Community Board 11 whose mission is to improve the lives of residents by attending the Housing; Landuse, Landmark & Planning; District Needs & Budget; and Public Safety & Transportation committee meetings.
